How this was read

No official structure list found: the MOH Organizational Chart and About pages have empty bodies, the WordPress API needs a login, and the citizen’s charter link on the MOH Citizen’s Charter page (Google Drive 1t5BmssV4kdv9MfPC-9zrPxXn0fzxokXD) is a 14-page Canva calendar titled "PROPOSED HEALTH EVENTS 2024 with Islamic Perspective", not a charter. Units are therefore from BAA 13 (law) plus units named in BIO releases. Dr. Zul Qarneyn Abas is called MOH deputy minister on 2026-02-12 (spelled "Zul Qurneyn M. Abas" on 2025-12-04) and "head of MOH-SGAFHO" on 2026-07-23; both kept. The Maguindanao IPHO head (2026-07, "Mahammad") and BRHMC chief (2025-10, "Mohammad") look like the same person spelled two ways. Hospitals are placed under Operations Services per BAA 13 Sec. 9(9); the releases do not say which ministry runs each one, and DOSDH/DBSDH are given only as acronyms. Tawi-Tawi IPHO: the 2026-05-05 release names Dr. Sangkula G. Laja as "Public Health Officer II of IPHO Tawi-Tawi" but not as its head, so he is not listed as head.
