How this was read

The BDI website shows only an 'Under Construction' page and no charter was found, so units are from BAA 13. The law puts the Secretariat under an Executive Director, which 2026 releases name; until 2025 the Mufti was also called Executive Director. The Fatwa chief mention is from 2025-03.
